Looks like a feral cat to me.Only contacts with humans were probably from a safe distance and now has no control which will cause a fight or flight reaction.

This is not funny. This poor cat is so scared it is difficult to watch. Was this cat put to sleep? I wonder what happened to it. Very sad.
