I have driven I-5 near the Mexican Border, it is a warning for Mexican's coming into the US to be careful crossing the freeway, there is a history of illegal immagrants being killed crossing the freeway, it is a way for the goverment of California to cover their ASSES, if you know what I mean, a really cool video.
