It's not propoganda. It's making a point of the ease of concealing weapons. They were arguing that a dress code would help reduce that risk. Of course, he couldn't walk straight with all of that hardware. He couldn't sit either. They didn't show him from behind. I bet the machine gun and shot gun were apparent from that view.
